Europe’s population composition has been and continues to experience many changes, such as in terms of the region of origin, educational attainment, family forms, mental and physical health and age structure. How do decision-makers from the municipal to the European level perceive these changes and how can we build an inclusive environment and social cohesion in the face of growing population diversity?
In several meetings with experts from science, politics and society, we will focus on reviewing the recent situation, the potential for policy changes, as well as, possible best practices. The involvement of stakeholders throughout the project and a European comparative perspective will lead to substantial policy recommendations, particularly at the local level. We will disseminate the results in the form of video recordings, a discussion paper and a policy brief in German and English.
This topic is of great interest to the policy arena at the national and European levels. For example, in April 2021, the German government published the interim results of its policy for creating comparable living conditions throughout the country. The European Commission published its ‘Long-term vision for rural areas: for stronger, connected, resilient, prosperous EU rural areas’ in June 2021. The interrelationship between demographic change, social inequality and social cohesion is also an important research trend, such as in the planned Einstein Center for Population Diversity.

Regionale Bevölkerungsvielfalt und gesellschaftlicher Zusammenhalt vor Ort

Die Zusammensetzung der Bevölkerung in Europa, etwa hinsichtlich ihrer Herkunftsregion, des Bildungsstands, der Familienformen, der mentalen und physischen Gesundheit oder ihres Altersaufbaus, wird sich in den nächsten Jahrzehnten weiter verändern. Wie werden diese Prozesse von Entscheidungsträger*innen von der kommunalen bis zur europäischen Politikebene wahrgenommen und wie können wir angesichts der wachsenden Bevölkerungsdiversität Inklusion und sozialen Zusammenhalt fördern?
In mehreren Diskussionsveranstaltungen mit Expert*innen aus Wissenschaft, Politik und Gesellschaft geht es um eine Bestandsaufnahme, das Potential für neue Politikansätze sowie mögliche Best-Practices. Die Einbeziehung von Stakeholdern während des gesamten Projekts sowie eine europäisch vergleichende Perspektive sollen zu substanziellen Politik- und Handlungsempfehlungen insbesondere für kommunale Akteure führen. Die Ergebnisse werden in Videomitschnitten, einem Diskussionspapier sowie einem Policy Brief in deutscher und englischer Sprache der Öffentlichkeit zugänglich gemacht.
Das Thema dieses Projekts trifft auf großes Interesse in Politik und Öffentlichkeit auf nationaler wie europäischer Ebene. So hat etwa die Bundesregierung im April 2021 eine Zwischenbilanz ihrer „Politik für gleichwertige Lebensverhältnisse“ gezogen. Die Europäische Kommission veröffentlichte im Juni 2021 ihre „Langfristige Vision für die ländlichen Gebiete der EU – Für stärkere, vernetzte, resiliente und florierende ländliche Gebiete“. Der Zusammenhang zwischen demografischem Wandel, sozialer Ungleichheit und gesellschaftlichem Zusammenhalt ist auch ein wichtiger Forschungstrend, etwa im geplanten Einstein Center for Population Diversity.
